Cisco had a very similar set of policies and processes when I worked there, fwiw. I started out by complying with them and never got rejected, but it was so slow and cumbersome that in the end I didn't bother.

By far the biggest annoyance was that you could put in an application and it could just sit there for a month or more, until you found someone else who had gone through the process before you and knew the email address of someone on the approval team to chase up on it.

That was one of the reasons I supported (and rewrote large chunks of) Nikto for a few years as the original author was in that situation with another large company.
