The source path quoting is just normal shell stuff. The target path quoting is parsed by a second level of shell and thus needs nested quoting. Whether you quote the path part or not is irrelevant. What matters is that you double quote.
So all of these work: a\ b c@d:e\\\ f "a b" "c@d:e\\ f" 'a b' "c@d:'e f'" It doesn't matter where the outer level of quoting is, "c@d:'e f'" and c@d:"'e f'" are precisely identical as far as scp sees.
