i’ll believe xilinx is committed to open source when they open source the EDAs and libraries for their chips that aren’t even supported anymore, come on, what do they have to lose

I think the big blocker to that is that Xilinx may not have the rights to distribute source code to, say, some ancient version of NeoCad. And if the company no longer exists, it may be impossible to get said rights.
OK fine but there's lots of other 3rd party code. Vivado contains Verific's parser for example.
Also a legal audit would be required of several million LOC. Ouch.
Then they could just release the damn bitstream spec and let open source tools build support.
