Semi-related example, my delta 3d printer converts g-code to a preprocessed internal binary format to avoid runtime trigonometry. In other words, one can pre-process a well-known format to an internal format for performance reasons.

I mean, the point is you support both the old and new formats, and when games come around where supporting raw ROMs gets too painful (per-gamw hack tables of mappers and such), you tell people to start using less shitty formats for those games to slowly push them.

BTW, fun thing to ponder about. Wii/GC games are padded to the full disc size with random data, but IIRC the mastering tools use a predictable PRNG, which means you can compress them by a huge amount depending on game size, but the decompressor needs to implement that exact algo.

Perhaps this could be implemented by zeroing out the passing or having a sparse like layout, then having a metadata chunk that lets you reconstruct them (only if implemented of course)

Reading these replies it seems like there's a fundamental split between "an extensible format for archivists" and "a practical but complete format for players (for a specific system?)" so I think it'd help to clarify who wants what :)
