Idle thought: documentation and other IP, created outside a competitive market, as auxiliary material and not the main product, should not be copyrightable. Things like user and repair manuals, datasheets, ISA reference manuals, and proprietary firmware download/config tools.

Software should have a copyright term of 15 years maximum if it's allowed to be copyrighted at all.

Terms are a different problem. Copyright shouldn't last more than 15 years period.
