Okay, why does `swapoff` exist on Linux? It's completely useless as far as I can tell. It's been running for 24h to swap in like 1.5GB of used swap or so, on a largely idle server with >32GB free RAM. How can it be *this* hilariously inefficient?
I know what swappiness is, and there is no reason for it to be swapping things out at neither the previous setting or 60 nor the current setting of 0.

ACK I just wanted to make sure that you had the information. I'm glad that you did. Sorry, I don't have any idea why your machine's behaving the way that it is. Can you extract any information from /proc or /sys as to how much each process has swapped?

Maybe identifying what is partially swapped will help shed some light on why it's swapped. Silly question: Can suspended / stopped processes be swapped or unswapped? I would expect that they can. But I don't know.
