if Thunderbolt -was- in fact PCIe, it would have been a major improvement over status quo, but they -had- to stuff DisplayPort frames into it, so it isn't
They totally could've kept the PCIe PHY and DLLP and just adapted DisplayPort data into that layer though, instead of rolling their own everything.
