And I assume that the SBR that you're flashing looks different in hexdump. That looks like it isn't getting flashed properly... What you have on there is blank and you're just getting defaults.

yes, what I flashed is just the built version of your provided 9211 file now, and when I run hexdump on that there is much more output in hex, not empty lines

Oh yeah, make sure you always run 'halt' before readabr/writesbr. Having running firmware during those operations can screw up the process. Anyway if this doesn't work, maybe your SBR is write protected somehow? What physical card model is it?

If you can't get writesbr to work then something interesting is going on... Unfortunately there isn't much else I ca think of that I could ask you to try. I'd have see the card myself :/

Just wiped with megarec and tried reflashing same steps, had some interesting dmesg warnings. the one error is about SEEPROM, not sure what that is, secondary EEPROM? 0x0704 IFAULT_IOP_FLASH_PERSISTSTORAGE_REVAL_FAILAllError building persistent config pages on SEEPROM.pic.twitter.com/7F2gRbbbaz

SEEPROM is the same as SBR. Which lines up with not being able to write it...
