I do not recommend against revC because of BGA, BGA As for going back to BGA, no, there is no way to make a good, reliable tool like that with a non-BGA FPGA. That is unfortunately impossible.
When your voltage regulator accidentally has one bit of surprisingly non-volatile memory. Turns out Glasgow revC0 can lock up in an interesting way when you short out the Vio output rail on a port. This was fun to work out last night.https://github.com/GlasgowEmbedded/Glasgow/issues/135 …

There is one capacitor per supply pin per IC, plus a larger bulk capacitor overall for major ICs.
