I literally just use hexdump and okteta; for SHIFT-JIS as in that example I just copied and pasted into iconv. Nothing particularly fancy.

You should check out 010 editor, which is a really powerful hex editor. It works under Linux too. It provides lots of tools to ease rev.eng, templating to generate data structures and scripting to automate file manipulation. Definitely one of my favorites. https://www.sweetscape.com/010editor/
