I usually try to turn off personalization, but that doesn't explain how they'd try to serve a L'Oreal ad in Spanish to a user in Japan on an English configured device.
If that's Chrome on Android and you have a Google account configured in your phone, you'll get ads personalized based on you account data. Perhaps you opened that account while living in Spain?
It's possible the account was created in Spain (though if it was, it's lost most if not all of its associations to that country), but I have ad personalization turned off.
I have *serious* doubts about what those privacy knobs really do, and I'm not the only one.
Sure, but then what do they do, half-ass the targeting and still use some language stats? My point here is that they've somehow combined an obscure language data point with utter failure at targeting the actual product.
My guess is that they don't cross-reference your interactions with the search engine (or other services) to personalize the ads, but they still do use your personal data (age, country...) for targeted marketing. Perhaps you never specified your gender in any Google service?
My gender is in my profile. The thing is I *normally* get somewhat vaguely targeted ads, in English or Japanese. Today's thing is bizarre.
