Somehow Google figured out that I speak Spanish even though I'm on a phone set to English in Japan on an English website... yet it's completely and utterly failing at ad targeting.

Sure, but then what do they do, half-ass the targeting and still use some language stats? My point here is that they've somehow combined an obscure language data point with utter failure at targeting the actual product.
My guess is that they don't cross-reference your interactions with the search engine (or other services) to personalize the ads, but they still do use your personal data (age, country...) for targeted marketing. Perhaps you never specified your gender in any Google service?
My gender is in my profile. The thing is I *normally* get somewhat vaguely targeted ads, in English or Japanese. Today's thing is bizarre.
