The entire Trac is down, apparently.
Looks like they're playing stupid web server games to hide that ticket (and screwed it up the first time and killed the entire Trac). Now only that ticket redirects to their download page.

You're an engineer at nginx, surely you know how you set up a cache. I'm sure 99% of the hits are unauthenticated and could be cached ;)
