Ha. It's CSM. Legacy BIOS boot hangs (just trying to enter the boot menu does it too), but it'll boot in UEFI mode, even from a USB device (while the webcam is connected). That explains why it was crashing at the very end of POST... when it launches CSM.

Of course, this isn't going to help the G6 server, because HP didn't support UEFI at all until G9 (!!).

Doesn't surprise me. An HP I have doesn't boot if there is a bad usb device descriptor. You'd think it would ignore it and let the OS handle it, but no it hangs on start instead. You also can't select a boot drive. You can only boot SATA0.

For a while HP servers would always boot off an USB disk first - there was no way to change this behaviour, which was a problem for clients that backed up to USB drives.

Semi related: My Thinkpad E470 will not reboot or shutdown completely if I have my Logitech c920 plugged in. Hangs at a black screen until I unplug it.
