CR2032s are still primary lithium (lithium metal) cells. I got a heap from digikey years ago with the full shipping warning labels and big bold statements on the box about restricted shipping. But now they won’t ship them at all. IATA has seriously cracked down on batteries
Yeah, they're just rather unlikely to yield fire and flames. The most I've seen one do is pop open when shorted, and I was never able to reproduce it. Usually they just warm up by at most 10-20°C or so.
