The project maintainers aren't "HR-like people". They're the freaking maintainers. CoCs don't magically summon a council of SJWs to decide to gets to stay on a project and who doesn't.

Yes, because corporate HR is clearly effective at preventing harassment. Nobody has ever heard stories of harassment in the workplace. Especially not in Silicon Valley.
