Have *you* read it? It says "in public spaces **when an individual is representing the project or its community**" and further clarifies what that means, leaving the finer determination to the project maintainers (not a random person on the internet, as you seem to think).
The CoC is a piece of text, it's not a magic wand that allows any random internet extremist of any given ideology to wield it to wreak havoc on benign communities. It's up to the maintainers to enforce it in a reasonable and effective manner.pic.twitter.com/2lpLmuPGLn

The project maintainers aren't "HR-like people". They're the freaking maintainers. CoCs don't magically summon a council of SJWs to decide to gets to stay on a project and who doesn't.
