That device does not have a user-unlockable bootloader, so no, you have zero control over the junk the vendor puts in.
one of the requirements of Android One is to allow users to unlock bootloader, so using adb to fastboot unlock should work? I've not done it my device because honestly the default state is amazing.
Nokia don't seem to be following that "requirement" somehow. For a while there were some dodgy users and services providing unexplained "encrypted" unlock tokens (undisclosed exploit?) but that was patched in a recent update.
