How vulnerable are these to tampering (disregarding what will happen to you after getting v&, just from a technical perspective)?

Good question. Physically, there is zero security - no locks whatsoever (that are actually locked) between outdoors and those boxes. I'm not sure if the boxes themselves are locked, but I can trivially access the fiber uplink line (and hypothetically passive tap it, NSA style).

What about impact on health?

None. It's non-ionizing radiation. As long as you aren't standing right next to the antennas, the dielectric heating effect is negligible too. And the more, lower-powered base stations there are, the less pronounced the peak power at any given one is.
