Sorry, SS7 iirc, [something] signaling 7, basically it's the international Telco Network used for making calls between Telcos. It's how you can just move a phone number from att to vzw without any work. There is also 0 verification so all you need is someone with access.
You don't even need a corrupt telco, just a random VoIP provider. I remember trying out some random SIP service that let me spoof Caller ID in the US some 10 years ago. It wasn't a shady provider or anything, just a standard feature. Not even "real" SS7 access.
