Part of this is that historically, advertisers were late to the HTTPS party. When the median HTTPS page view paid less than the median cleartext HTTP page view, of course an ad-supported publisher would redirect to cleartext HTTP.

Yes, but https://t.co links on Twitter are https to begin with, and ~nobody's typing https://t.co links by hand, and if they are an attacker could just not do the redirect, so they also need HSTS to make a difference, so meh. Impact is minor.
