I just got confirmation from them that Named licenses can be used for commercial work, they just don't seem to want "companies" (for some definition of company - >1 employee?) to purchase them, but it's fine as a freelancer/sole proprietor.

I have a random idea of why: Overhead when employee leaves company and company wants to buy update but change name of named license.

So what they meant to say is: You are not allowed to buy a personal named license and then e.g. join Google and use your personal named license for Google work.
