We've never used devkitPro for non-libogc development. E.g. BootMii and its PPC-side UI are built with vanilla GCC+binutils cross-compilers.

I mean admittedly I'm sure that's the case and it's probably good, but I'm not the best with compilers. Having prebuilt toolchain binaries is especially helpful considering certain restrictions on my environment for this project
