I'm assuming it's fuses. I don't know anything about the cartridges, I'm just talking about how you'd implement this on any chip. Otherwise it'd have to be EEPROM/Flash, but that would be quite a bit more expensive unless they needed it for something else already.

iirc some of the cartridges (for lower-volume games?) are flash anyway, so those could easily have a cert added as part of the regular writing process and the ROM ones are custom chips anyway, so ¯\_(ツ)_/¯

Maybe just an unique chip ID, anyway it is good to know they implemented a way to identificate dumps. The system is compromised, but online games might be free of copies

For the PSVita, IIRC most (all?) of the games use Flash memory. Maybe these are also flash based. Making ROM masks for such big games maybe is not cost effective (I do not really know, but I have never seen ROMs this big).
