ahhhh, I was guessing it would be either a small chunk of flash or EPROM so I guess they're having Macronix put some sort of write-once storage in-package with the ROM?

That would be the reasonable way to do it. It's a custom chip anyway, so the cost to add fuses is tiny. Most modern CMOS processes should have fuse libraries available these days. It shouldn't add much to the production process either, because they need to test them anyway.

Is there any more info available (wiki, blogs, datasheets...) about the security implemented inside the cartridges? I find it very interesting, I read about the macronix chips they used, and didn't knew that they also had fuses

I'm assuming it's fuses. I don't know anything about the cartridges, I'm just talking about how you'd implement this on any chip. Otherwise it'd have to be EEPROM/Flash, but that would be quite a bit more expensive unless they needed it for something else already.
