100PB is nothing. We have 512GB microSD cards. A shipping container full of those clocks in at ~260 exabytes.

Put them on a reel of tape and just pogopin them to access. Should be able to get some decent throughput without much volume overhead by doing it a bunch of times in parallel.

Any storage reliability profile can be dealt with using appropriate error correction/erasure coding.

You know, your solution _does_ suggest it's no big deal to essentially hack microSD cards into being flash tape drives, so uh, you've got certain other reliability issues that erasure codes aren't going to cover.

Lemme put it this way: Scale here is large enough that if they want to use flash instead of spinning disks, they don't need to mess around with hacked up form factors. They can just go buy 100PB of flash.

I'm not saying actually using microSD cards would be the sane way, just using the form factor as a reference. It *is* about as dense as storage gets.
