It can coerce GitHub into blocking specific repositories when accessed from China. This wouldn't be the first time it happens for a SV company.

It can't coerce independent GitHub, because there's nothing they can use as leverage. It *can* coerce MS, because MS has way too many interests in China.

it absolutely can selectively restrict content. it makes repositories unavailable in russia at the request of russian censors, unavailable in the US when they get a DMCA, etc
