Odd, I've seen requests in the past from Chinese people about alternative locations to acquire software, as GH supposedly was blocked for them. Why wouldn't the regime selectively or wholesale restrict access when it feels it wants to?
The whole point is it technologically *can't* selectively restrict content, and it can't *afford* to wholesale block it for long periods of time because it's too important to Chinese developers.

It can coerce GitHub into blocking specific repositories when accessed from China. This wouldn't be the first time it happens for a SV company.

It can't coerce independent GitHub, because there's nothing they can use as leverage. It *can* coerce MS, because MS has way too many interests in China.

it absolutely can selectively restrict content. it makes repositories unavailable in russia at the request of russian censors, unavailable in the US when they get a DMCA, etc
