Sure, I'm sure if it finds a 16:9 mode it'll use it. The silly thing is that if it doesn't it seemingly decides it needs to squish the entire framebuffer (in software, presumably) on the arbitrary assumption that the user's monitor is 16:9 and configured in stretch mode.
Like, someone deliberately wrote some code to output an incorrect, wrong image on the assumption that the user's monitor is also incorrectly configured and they'll cancel out.
This assumption will display the picture properly for the majority of users - monitors that let you set the aspect are rare, and even those that have the settings are set to stretch by default, and I'd bet that less than 1% of users ever change that.
Users that care about this are also rare, and those that do configure their monitors correctly, and now *they* see it wrong.
Only when booting in BIOS mode, which is unusual with Windows 10.
If anything that skews towards "people who know what they're doing", since all the preinstalled machines will be using UEFI mode.
