Nothing's wrong with cabs, don't really know what this guy is talking about. For short trips, sometimes they're even cheaper than catching the train.
The Rail Pass isn't worth it unless you're traveling outside Tokyo. It's worth it just for a single Shinkansen ride to Osaka or so, but if you aren't doing that you're better off paying normal train fares unless you're one of those people who does *very* intensive travel.

One cab will not cost you ¥20000 unless you're doing something ridiculous best done by train. I've gone from Big Sight to home & back (30km round trip) for ¥10000. But we're talking public transport anyway. Nobody spends ¥30000 on trains in a week in Tokyo. That's like 100 rides.

Limited to the subway though. Honestly, my advice for visitors not on a shoestring budget who aren't going far from Tokyo is to just get a Suica and go wherever, whenever. No need for passes.
