There's this Russian dude that has been trying to submit an ISDB-T card driver to Linux for years (but has no idea how kernel development works). Someone else wrote their own driver and upstreamed it. Now he's submitting patchsets that replace the existing driver with his own. 
He romanizes it as Budi Rachmanto on headers. Indonesian? Definitely not a Japanese name.

No that's definitely a Slavic-origin name, or at least a partial abbreviation of one.

All the hits I'm getting for Rachmanto are for Indonesia, hence my guess.
