There's this Russian dude that has been trying to submit an ISDB-T card driver to Linux for years (but has no idea how kernel development works). Someone else wrote their own driver and upstreamed it. Now he's submitting patchsets that replace the existing driver with his own.

Perhaps. I just got curious because the name isn't Russian at all, but could sound Japanese with proper accents.

He romanizes it as Budi Rachmanto on headers. Indonesian? Definitely not a Japanese name.
