There's this Russian dude that has been trying to submit an ISDB-T card driver to Linux for years (but has no idea how kernel development works). Someone else wrote their own driver and upstreamed it. Now he's submitting patchsets that replace the existing driver with his own. 
How childish can you be. Just because you're bitter someone knows how to put together a reviewable patchset and actually got the job done (and you didn't) doesn't mean you get to pretend it didn't happen and just replace their work with your mess.

Is he russian? Github says he's from Tokyo (and his repos have Japanese writing).
Not sure; he writes his name in Cyrillic and his, er, interactions on kernel mailing lists don't particularly strike me as typical Japanese. I think he might be an expat living in Japan?
