For example, Musk could have invested in public transportation, which would be useful because a lot of American cities are way behind most countries on this matter. He didn't and prefer absurd project like tunnels for cars.

Musk can't do everything but putting cars underground and returning streets to the primary use of pedestrians will make cities far more liveable. Self driving cars will also have the chance of reducing dependence on car ownership. Boring Co designs also involve mass transit.
