It's useless.
By the time someone copies starship, starship would have already evolved 3-4 times.
They'd be left with a crappy clone of an already obsolete rocket.
Crappy clone is good enough for Russians, Chinese and Indians.

So be it then. You can only copy so much. When they face real problems, they'll not be able to solve it and eventually fail.
