Closest one I could find was https://joplinapp.org/e2ee/ which may work for a decentralized E2E encrypted notetaker and to-do list. Doesn't have the project management features you are after though; personally found most E2E encrypted apps specialize in one or two areas of that list.
I don’t think there’s and e2e encrypted solution out there. Might need to make your own.
