People have got emotionally attached to the agreement that largely bought peace it seems.

I think he meant 'sacred cow', not shibboleth at all.
A shibboleth in English is a word that identifies someone as part of a group. It derives, as a story goes, from asking people to prove their status as members of the tribe by saying “shibbolet”— a term for part of a grain or a gushing forth— as others wouldn’t say it properly.
Modern shibboleths include “cuck” (identifying Breitbart-derivative sects or misogynistic groups), “Blairite” (almost exclusively Momentum-influenced Corbyn supporters), “blackpill” (identifies ‘incel’ anti-women groups) etc. Seems he’s using the wrong word, or dog whistling.
