You can see it two ways — 1. If you start a bike moving in a straight line with no rider it will quickly fall over 2. You can design a bike with counter-rotating wheels (so zero AM) and you can still easily ride it.

Bikes can actually stay upright without a rider if traveling at sufficient speed and obviously you can also ride quite easily with your hands off the handles.
