If you launch an ETF tracking an index which is anything other than a *very* minor variation on market cap weights, you have an actively managed fund. Didn’t think that needed saying but there you go.

How about small cap index? S&P 500 feels really close to passive, because you only drop the smallest stocks in your basket. Russell 2000 is the opposite: constantly throw out the biggest names. That feels much more active.
