You’re double and triple counting!!! Team events can only send one team from a country. Individual events can be limited to two individuals.
I'll give you the team events. For the individual events it only makes a differencce in cases where a European took gold, silver and bronze, in which case they would have won two medals instead of three. Not a big enough effect to matter.

If the US sends world rank #1,3,5 and Europe sends world rank #2, 4, 6-15, which team is likely to win more medals? Depends on the sport, but generally my bet would be on Europe.

They would have never had that many athletes qualify. Instead you’d have 2 or 3 per event instead of 15 from random European countries. Much less opportunity for gold!
