I get the "bigger population" argument, but in normalizing the way you are, isn't it giving Europe a massive lead in percentage of Olympians at the games?
If you want to normalize by number of athletes at the games that's fine, but that would put China well ahead of the US in both golds per athlete and total medals per athlete

You'd also have to normalize for teams. 1 full team should be normalized to 1 athlete. Or give a single medal to each team member.
