It's nothing to do with money - GDP per capita of these countries is about 2/3 that of the USA, and that's with Ireland inflating the statistics with its low corporate tax rate.

San Marino has a population of 30k and won a gold medal. So they are technically the most efficient nation in existence. So to Even compete on there level your pretend Europe would need to win 10,000 gold medals.

Count the # of athletes. USA - 613 Above together - 425+398+376+372+320+121+116+106+92 = 2326. Kind of a no-brainer they won more medals.

If the USA could send more athletes, by definition they would be sending ones that are worse than they already sent, at best they might scoop a couple more bronzes in the events where they already won gold and silver.
