Europe should just compete as a bloc - just UK, Netherlands and France combined would easily top the table, with a combined population about the same as Russia, half that of the US and 10 times less than China.

They may cannibalise their own medal count though

I think that only holds if they only allow 1-2 athletes per country per. As long as it's 3 or more it doesn't hold. Only really team sports like soccer where that would happen.

As a single bloc, they would not be eligible to bring the combined delegation size. In this games US has 615 athletes compared to Great Britain 376, Netherlands 278, France 385 (1,039 total) so it’s not quite a valid comparison.
