The US would see a lot of red too. Those averages tend to be skewed...
By definition 98% of states in the US are richer than the poorest state so I reckon the equivalent US map would be showing a lot of green.

The map says by region not by country. So for example, while San Francisco would have a higher GDP per capita than Mississippi, some of the central valley areas in California might not. Or in Wisconsin, Madison would be way higher but some of the rural counties not.
