I think that was out of date even twenty years ago. One of my college professors (theoretical physics) learned German to read th phys papers from the 1910s-1940s but that hasn’t been necessary since the 1970s.
Similarly in the 1980s and 1990s it was probably an advantage in some fields of math to read Russian, because of all the papers that you could suddenly access after the colapse of the Soviet Union. But by ~2000 all the good ones had been translated.
