You could do what I did to start, find a few reliably good $25 bottles (eg in Bordeaux I recommend Lanessan, in Burgundy P&M Jacqueson) and then mix in $50, $100, $200 bottles once a month or so as a treat.

CMV: There are good (Spanish) wines under 10€ that are good enough for 99% of the occasions and anything else is unnecessary. Spend the 30k in jamón ibérico instead. Then again, I reheat my coffee in the microwave when it gets cold...
