I sure did. None of the posts answered how an individual could know that their strategy is +EV if they lack the infrastructure to test it in real-world conditions.

After you added criteria that detached the original question from reality. Both conditions you imposed would have to be false in order for someone to devise a +EV strat ie how could they even do it without relevant data/sufficient compute power/latency etc in the first place?
