Yeah this is clearly wrong, the reason that Medallion has no outside investors is simply that they don’t need the capital. When your returns are that good and you have billions of your own capital, why share it with anyone else?
There's also a limit to the potential size of a strat where you start effectively limiting your own profitability by moving the market. It's why a lot of successful funds stay below a certain threshold and return lots of cash to investors to do it.
More to the point, why would you entrust your capital to people who have minimal motivation to do anything with it?
