Don't confusing boring patches for bad patches. Nobody's gonna look back at this and be like "Remember when they made it so Orisa couldn't be headshot?" We never get patches like that one bastion patch. But these aren't bad changes, they're incremental changes to problem heroes.
So you are saying Orisa being immortal during her fortify is a good change? Because I disagree, VERY HARD. If you nerf the DPS that oppress tanks, you dont need to buff tanks and we are less likely to get stuck in a tank meta again.

Orisa hasn't been able to hold her ground for a while now, and this change means you'll have to be smarter about forcing the cooldown before you hard engage on her. The interactions this changes are interactions that SHOULD favour Orisa.
