I disagree, I think he will be hurt more by dealing less damage when he already deals a low amount of damage. I don't think a small buff to his capability to play at longer ranges within his damage falloff range. He is currently a worse tracer in every way and this does not help

It reworks his damage so he doesn’t fuck tanks ass but he’s more of a threat to other dps and supports and also allows him to not force himself inside the enemies faces. Makes him last braindead imo. I’d say the other changes to Winston and Orisa are bigger indirect nerfs.
