I argue it is mainly market orientation. The US was larger and richer than Europe for a long time before its universities became any good. The US underperforms in PISA tests. Size alone is no guarantee of performance.

Looks very interesting. WWII drove many talented researchers from Europe to the US -- was this critical for US universities taking the lead, or did it just accelerate the process? Or am I just overestimating the importance of that dimension?

Good point. I argue that the U.S. was on a distinct upward trajectory well before that (although it certainly helped). I argue the origin are market forces and reforms that were home-grown, so to speak.
